Newport City Homes & the Joyner Group work to refurbish in Bettws
The Welsh Procurement Alliance (WPA) is part of the LHC Procurement Group, and is a regional hub based in Ystrad Mynach, Hengoed. The relationship between the LHC Procurement Group and the local Welsh team gives WPA the unique position of having local knowledge and relationships, while also benefiting from additional resources and expertise from a national framework provider.
WPA currently offers 16 frameworks and 2 DPS’ bringing together Clients with Appointed Companies to build, refurbish and maintain social housing and public property more efficiently and cost effectively, and to benefit the local community.
WPA’s Refurbishment and Modernisation (RM3) Framework provides public sector organisations with an efficient, value for money procurement route to deliver important refurbishment, improvement and modernisation projects that ensure their buildings are well maintained and improves the lives of tenants and occupants within them.
Newport City Homes utilised this framework to improve and refurbish corner blocks of flats that they own in the Bettws area of Newport, South Wales. Due to the quick access to a PAS 2030/25 Standard Accredited Installer, they were able to partner with the Joyner Group, through an efficient and effective Direct Award process.

To this end the Joyner Group were appointed to the project, in order to refurbish and maintain the buildings for the residents.
The Joyner Group feature as one of many Appointed Companies on WPA’s Refurbishment and Modernisation (RM3) Framework, and Newport City Homes were pleased to partner with the company, on this particular project. The Joyner Group have been operating for over 40 years, and are an award-winning family business committed to exceptional quality service and improving the built environment as a trusted partner. Similarly to Newport City Homes, their focus is on improving and enriching the communities within which they work, throughout England and Wales.
Utilising WPA’s Refurbishment and Modernisation (RM3) Framework, Newport City Homes and the Joyner Group worked in partnership to refurbish the project successfully. This included a general upgrade of the corner blocks in the Bettws area of Newport, South Wales. The integral works included the removal and refill of failed cavity wall insulation, including the remediation of failed wall ties where necessary. Additionally, the Joyner Group installed external wall insulation and further insulation below DPC, in addition to installing new pitched roofs and new “A rated” windows. All this maintenance work was finished successfully, whilst also completing works to the external pathways and railings, all of which will enhance the comfort and internal temperature of the flats.
This community enhancement project was completed within two years, between 2023 and 2025, costing £1.5m over 16 months, for the much needed refurbishment and improvement to the Bettws community’s built environment. The works completed have improved the look and feel of area, along with ensuring the buildings are kept safe and fit for purpose, for their residents, who can now enjoy these renovations for years to come.
Ben Seymour, Project Surveyor at Newport City Homes, has reported that these works have had a hugely positive impact on the residents of Bettws, who are enjoying their homes which are warmer and drier.
